The Role

Reporting to the Senior Commercial Manager / Commercial Director, or as directed, you will have responsibility for commercial contracts, frameworks and partnerships deals across London projects. You will work alongside our Project Team to provide support through negotiation, advocacy for commercial design practices, and evolving the design standards.

You will lead on key elements of the procurement strategy to enable the group to agree partnerships with key suppliers and manufacturers. Your objective would be to ensure Far East Consortium forms long term, mutually beneficial and trust-based relationships with supply base, to minimise risk, create best value, drive savings, lock out competitors and ensure quality.

Responsibilities

The duties of the Commercial Manager include, but are not limited to:

  • Regularly report and provide support to Senior Commercial Manager / Commercial Director, or as directed, on all project related matters.
  • Act as a commercial lead on partnership agreements with all key construction partners, consultants and selected product manufacturers.
  • Act as the key client representative to ensure commercial standards are achieved for the projects in development, and reporting on the delivery.
  • Provide cost and commercial advice to the client on key decisions required for design and procurement.
  • Engage with the Development Team throughout the planning, design and construction process from inception of the design to completion of the works. This will include the review and approval of the documentation to be issued for, but not limited to, the purposes of Planning, Building Control, Design Stage Reports, Tender and Construction issue, through to agreement of final accounts.
  • To review and input to the risk register to ensure that the project commercial risks are captured and a means of mitigating them is found, agreed and implemented.
  • To develop market intelligence and provide Head of Projects with costs on possible upcoming projects regarding building, material and planning commitment costs.
  • Ability to drive best value through all commercial relationships while maintaining a positive working partnership with all suppliers.
  • To review Contractor tender/quotation returns where to ensure that the costs meet the requirements of the development cost model and that the contractor is achieving the best possible procurement in commercial terms.
  • To review of budgets, cost plans and cost assessments to ensure best value for the Client.
  • To monitor and review the payments and invoices from suppliers and contractors in accordance with the internal payment approval process.
  • To review and input to the Contract procurement routes and dates, and all milestones associated with the delivery of the works.
  • To review, comment and monitor the Design Team information to ensure that completeness of information to avoid any subsequent procurement or construction disputes.
  • To review, comment and monitor the Contractor’s construction methodology to ensure that they fully comply with all contract requirements, supported as required by the Client team.
  • Provide input into the strategies developed for Global Procurement, Modular Construction and Off-Site Construction techniques.
  • To review and enhance tender documentation to best practice.
  • To maintain, monitor and review performance of supplier activities to drive improved service delivery, value for money, reduced lifecycle costs and to meet all of projects objectives.
  • Regularly report and provide support to Commercial Director on all project related matters, and liaise as necessary with counterparts in Hong Kong head office.
  • To assist in the production of reports, recommendations and requirements etc. to Hong Kong office as required or directed by the Head of Projects.
  • In conjunction with legal counsel, external consultants and project manager, prepare and review the deed of appointments for the consultant’s appointment and the building contract for the contractors.
  • To build and maintain in-house cost database and benchmark information.
  • To be the day to day commercial contact dealing with the funder and/or the monitor surveyor.

Personal Specifications

Experience: Experience of commercial management within a consultancy, developer or main contracting organisation. Experience of leading on residential development projects, and schemes in excess of £30M.

  • Experienced commercial professional, used to managing and assisting in appointing external contractors and third-party suppliers.
  • Thrives within a fast-paced, commercial environment.
  • Tough negotiator who drives value out of schemes, but builds sustainable relationships with suppliers that are mutually beneficial.
  • Highly numerate and contractually aware.
  • Excellent written and verbal communication. Shaping communication to the needs of the audience, conveying ideas and clear instructions
  • Entrepreneurial.
