The Role

Reporting to the Development Director, Head of Projects, or as directed, the Development Manager will support the delivery of one of FEC’s high-profile developments on their residential / hotel led development from the amendment planning process, input to the sales & marketing, through the technical design, construction and to completion.


The duties of the Development Manager include, but are not limited to:

  • Regularly report and provide support to Development Director / Head of Projects, or as directed, on all project related matters.
  • Assist in the production of reports, recommendations and layout requirements etc. to Hong Kong as required or directed by the Development Director and/or the Head of Projects.
  • Prepare/ facilitate the procurement and appointment of Consultants / Contractors, including the review and preparation of Contract documentation.
  • Manage the Design Team throughout the planning, design and construction process from inception of the design to completion of the works. This will include the review and approval of the documentation to be issued for, but not limited to, the purposes of Planning, Building Control, Design Stage Reports, Tender and Construction issue, Testing and Commissioning, and Handovers to Practical Completion.
  • Assist the Design Team in the production and management of a Design Programme that meets the Contract procurement dates and all milestones associated with the delivery of the works.
  • Develop and manage with the Design Team risk register to ensure that the project risks are captured and a means of mitigating them is found, agreed and implemented.
  • Review, comment and monitor the Design Team information to ensure that it meets FEC / Dorsett requirements in terms of content and completeness.
  • Monitor and review Contractor EH&S documentation and performance on site.
  • Review, comment and monitor the Contractor construction methodology to ensure that they fully comply with all contract requirements, supported as required by the other members of the FEC / Dorsett team.
  • Review, comment and monitor the design and construction programme for each project.
  • Provide input into the strategies developed for Global Procurement, Quality Control, Material Specification, Inspection and Design Drawing review.
  • Liaise with each Contractor and ensure that separate projects do not impede or detrimentally affect each other.
  • Ensure sufficient resources from Contractor and Design Team are available for the programme requirements to be met.
  • Work with the Design Team and Contractor to ensure information is issued in a timely and complete format and that all relative conditions and regulatory matters are complied with.
  • Work with external bodies and statutory authorities (Building Control, Planning departments, EA etc.) to ensure conditions are complied with and signed off in good time and that there is consistency of approach.
  • Agree a quality management strategy with the Contractor.
  • Ensure that the requisite quality is delivered and records are maintained by Contractor and Design Team alike.
  • Set out ER Strategy and review Contractor proposals for compliance with ERs etc.
  • Review Contractor sub contract tender documentation where applicable to ensure all conditions are met.
  • Liaise with local community / neighbours with the Contractors.
  • Manage consultant fees and ensure fees are directly linked to deliverables.
  • Protect company interests at all times.
  • Coordinate and report on cash flow, programme, financial performance, cost and risk together with the Commercial Manager / Quantity Surveyor, communicating on both project and corporate levels.
  • Assist in development of robust Project / Development Management processes and procedures. Take ownership and responsibility of duties and tasks as assigned.
  • Facilitate and chair meetings as appropriate, coordinating resources as necessary to successfully delivery the project requirements.
  • Manage project risk and opportunities and ensure delivery to budget / cost, programme and quality.
  • Create and manage comprehensive project documentation, ensuring consistency within and across the projects within the office.

Personal Specifications

The successful candidate will hold the following skills and experience:

  • Preferably hold a technical degree with professional qualifications.
  • Preferably worked on site as part of the main contractor team
  • Have a minimum of 10 years’ experience.
  • Have an appreciation of utility works
  • Experience working on schemes of 100+ units’ high-volume residential developments.
  • Experience working in the London / South East Residential market.
  • Possess excellent communication skills. They must be able to communicate clearly and confidently, to create stronger relationships between workers and managers.
  • Ability to negotiate and resolve conflicts.
  • Possess a demonstrable familiarity with planning, design through construction to completion.
  • Have experience of programme, cost and contractor management and logistics on large scale, complex and high-volume projects (exceeding £10 million).
